How to promote cashback service?

Good day to all.
I want to create a cashback service. The idea, in fact, is not new, for ignorant people, a link to Wikipedia . I worked out the idea from the technical and legal side, but completely reached a dead end when I moved on to promotion.
Previously promoted landings - direct, adwords, etc. worked
Promoted content sites - keyword optimization + purchase of links on the seopult
However, cashback, as I see it, is something a little different. Let's say there is a page that contains information about the product, the seller and the conditions of cashback. There is no big content, therefore this page will not be ranked, pouring traffic here from direct, I think it will be expensive... And what else is left?! How would you promote such a resource?
