In the monetization section, it says that you need to gain 4000 watch hours in 12 months and 1000 subscribers. I understand correctly that the number of views does not affect the inclusion of monetization in any way?

The quantity doesn't matter. There will be 1000 subs, there will be an affiliate program. But you do not expect that after that you will dream of loot with a shovel. I am slowly developing my channel now 2300 subscribers 240 000 views, somewhere views, in hours x.s how much, but about 0 money from this :)
