We started to create a freelance exchange with an 8% commission and a guarantee of a refund in case of non-fulfillment or poor-quality work of a freelancer. We will gradually reduce the commission percentage to 0. Tell me how to promote? They did not take commission for safe transactions. So far, there are no users, because the project has not yet been completed and it has not been announced anywhere. We tried to make the design as simple and convenient as possible, with an emphasis on usability. The site is already hosted, I can throw it if necessary.

No way. Nobody needs your exchange.
Try starting with a freelance agency.
If you do an exchange, then file the import of the profile and portfolio from fl.ru. Search and add projects where the client has left contact details. Invite freelancers by name. Negotiate with studios and agencies across Russia to place orders.
You should not think about promotion until a little bit of life is born on the exchange. And life will have to be created by hand.
Get involved in solving problems for freelancers and customers on existing exchanges. Analyze the market. Buying Pro, 10% off order and usability is not a problem.

With money, the same freelance.ru at the start paid partners for each attracted customer (order), something about 1000 rubles (10 years ago) and did it for a long time. Customers themselves will not come to you for them in some form, you will have to pay.
By focusing on security and returns, you seem to be saying that they will try to scam everyone, but you will complicate this process and ultimately reduce the commission. This is a failure in general, and no one cares about the commission.

But no, the emphasis is on safe transactions and returns, but firstly, you don’t understand that for a normally built process, these tools are needed only in case of force majeure, secondly, even in this case, "and who are the judges?", with a high probability, the customer or performer may have an order of magnitude more qualified than the judge, if you decided this, you would write about it right away.
PS Don't care about the commission because you can throw it all at the performer, and he doesn't care about it if you generate more money than other exchanges in a month after deducting the commission. If this amount is less then zero commission will not help.
