There is an anti-cheat from Riot Games. It's called Riot Vanguard. If the game is on, then if someone connects to the computer (TeamViewer, Parsec, Anydesk and other programs), then he will not be able to move either the mouse or the keyboard, that is, such is the anti-cheat protection. And I need to do the same, but without launching the game. That is, let's say, to find such a program or patch, driver, etc. So that no one can touch the mouse through these programs. Do you need a program like this or something else?

The question is why? What is the end goal?
Because the logical answer is - do not install programs for ud access and you will not have to solve the problem
