I want to write a self-learning program that will ask questions and look for the answer to them in search engines, analyze the found texts, and enrich my knowledge.
Actually, the question is this - if my program constantly accesses Google or Yandex, it will be suspected of being a robot, and the search will not work.
Are there any search engines specifically for robots?

Google and Yandex have a search API, some per day - for free, and then - for a fee.
You need to read the API documentation and terms of use.

As a person, search engines periodically ask me to enter captcha, so simple parsing of the issue is not an option in your case.
