Yes, there is no such advice and there cannot be: each person is individual both as a person and as a specialist. and employers, too, everything is not like a blueprint.
some are too arrogant, some are too timid. and everyone finds his own balance between these qualities.
you can tirelessly study the materials "how to pass an interview on ...", but as soon as the interview goes differently (and it will definitely go), everything will fly out of the pipe.
It is impossible to learn to walk without falling. go to interviews, get rejected (bad experience never ceases to be an experience), get offers, work, quit and move to a new place. from this personal experience is formed.
literate people do not hunt for specific knowledge, they hunt for brains in general and adequacy in particular. your job is to demonstrate the possession of these qualities.

ready to pay money without tearing off three skins from you.

For fuck's sake.
In the state office (although they have also been forced to work there lately).
And so your wishes are contrary to common sense. Any employer is interested in getting the maximum output from the employee.
Well, other things being equal, just feel free to ask for more.
Someone will send, and someone will pay.

I would not say that you need to "sell" yourself. Rather present it in a positive way. To get good conditions with a high salary, first of all think about what you can offer the employer. Why you are valuable to the company. And if you have the necessary knowledge, chips, new and non-standard views - I think everything will be good.
