How to process sms with a large number of sim cards?

Hello. Please tell me how this problem is solved: there are more than a hundred sim cards (but in the same region) that should receive sms messages and these messages need to be somehow sent to my server for further processing. Do I understand correctly that, first of all, this requires a special device into which you can insert all these SIM cards? And in order to parse and be able to send these sms to your server, do you need an agreement with a mobile operator? or can it already automatically make a device in which all these SIM cards will be located? I would be very grateful if someone is not too lazy and explains how everything works.
