But the fact is that if I take a link to an already prepared xls file, then it contains the data First name, Last name and class. How to take this data. I can make a one-pager and put a tick there. But how what and where? With what content?

make several options ... before gaining access to the PD, the bot asks for the user's consent, offering him to familiarize himself with the PD processing policy in several ways to choose from: 1) a link to the site where the policy is posted 2) display its text in a chat 3) send it by mail or other option, or all at once)))... well, let alone the content - either take a ready-made template, or look for someone who understands your activities and offers an individual solution...

The bottom line is that in the Russian Federation you do not need consent to processing / storage of PD, if they are needed to fulfill the agreement, and the conclusion of the Agreement itself can be in any form.
