How to print PHP startup errors in English?

Windows 10, Apache 2.4, php 5.6.31 Registered
in php.ini
log_errors = On
error_log = "C:/Server/php/logs/error.log"
With normal errors, everything is fine, but Startup errors have some kind of incomprehensible problem with encoding.

How to make PHP throw errors in normal English?
