How to prevent script from running from a folder?

Do I always have folder
26534 ? Sl 136:08 /var/www/pravfelon/data/bin-tmp/phpkfeIDj_7o4pm6h2hxpljzo2 -c /var/www/pravfelon/data/bin-tmp/phpkfeIDj.c
A script is being launched that loads the system.
I delete these files from the folder all the time.
How can I prevent scripts from being written to this folder?
Can you delete the /var/www/pravfelon/data/bin-tmp/ folder
or is it needed?
Tell me, who means how to deal with this virus?

Well, cut the rights of the folder. At the same time, look who is the owner of the script and on whose behalf it is running - maybe it's time to change passwords.
