How to prevent mobile safari from scrolling position fixed?

The page has a modal. Behind the modal, the dimming that has overflow hidden and position fixed in chrome will not scroll the page under dimming. But in mobile safari it will scroll. and this creates problems when selecting select on the modal. When you click on the select, the page scrolls to the top. it should not be.
