How to prevent Chrome from freezing tabs if the chrome://flags/#proactive-tab-freeze-and-discard flag is gone?

I download chrome from the official site and see that the flag has disappeared in the settings:
chrome://flags/#proactive-tab-freeze-and-discard
(previously it was quite accessible to itself, literally weeks ago).
How do I stop freezing a site or tabs if the only setting to do so is gone?
It is extremely important for me that the extensions I created do not go into hibernation - that the sites on which the content scripts work are not frozen, even if you minimize the browser. Doesn't JavaScript or Chrome's API provide tools to prevent freezing of tabs or sites?

what is the version of chrome? in 79 it seems to have been renamed and nowchrome://flags/#proactive-tab-freeze
