Do you really think that Photoshop creates these files out of mischief to slow everything down?
No, he creates them to speed up work with layouts. And they start to slow down, because your hardware is not productive enough for what you are doing. Add RAM and upgrade the disk subsystem (you probably don't have an SSD). And don't keep scratch files on the drive where you have your operating system installed.
