How to prevent a program from creating a folder in a specific directory?

Suppose there is a Qaskad
program. When it starts, it creates a folder in the C:\Base\ Time

directory. How can I prevent it from creating the Time folder ? You cannot deprive access rights to the entire Base directory .
Also, the option of depriving rights to the Time folder is not suitable . We need an option in which this folder was not created at all. The option to prohibit the creation of folders inside the Base folder is suitable
