How to prevent a device from accessing the Internet on a router?

I have a tp-link tl wr743nd router. It looks like this:

I need to configure it so that it does not release one device on the Internet, by poppy or IP, it makes no difference to me. This device has its own IP reserved.
I tried to use Access Control, but nothing worked for me, the device both went online and continues to go out.
