How to play sound on all PCs in the local network?

I think everyone has heard about the legends about how schoolchildren cut down PCs throughout the school (yes, yes, my goal is to surpass the success of those very scary stories).
I think this will be a rather strange question, but how to play the sound (let's say the same mp3) on all PCs in the local network?

Are you a domain admin? Throw bat through the group policy into the scheduler
Or run BAT also through policies remotely

If you do not have admin rights on the network - no way.
Since politicians almost certainly prohibit all connections from the outside (even if you make a software that will listen to some port while waiting for a command, you won’t be able to reach it)
If there is, a task scheduler, powershell remoting, and in principle the ability to install arbitrary software from in your arms.
