Why is cmd not executing installation commands?

You need to install Ruby packages on your computer, run cmd as an administrator and write (as it is written in the tutorial):
$ ruby -v
ruby 2.2.2p95
Next, a message is displayed
Such messages are issued for all such attempts, not only in the ruby installation.
