How to place a sign with text and graphics on top of the Yandex.Maps API

I apologize for such a simple question - I'm new.

I need to place a sign with a "legend" and links to other sections of the site right on the Yandex.Maps map.
How to implement it? Everything I get is either rendered under the map (invisible) or conflicts with other interface elements.

The plate should look something like this api.yandex.ru/maps/articles/examples/mapcontrolscustomizing.html , and preferably should be transparent.

The following should help:
The Yandex Maps container has a z-index of 1. Just set it to a higher value (for example, z-index: 500) and specify the absolute position (position: absolute) of your legend. Well, then set the position of the legend using the left and top properties.
