How to ping a virtual machine in Google Cloud Platform?

In Google Cloude Platfrom there is an instance of a virtual machine connected to the Internet and calmly pinging google.com, ya.ru and others, but not pinging my home computer. Actually with a home computer a similar problem. Has anyone experienced something similar? How can this be resolved?

It seems that the problem is on the side of one of the servers: traces reach 78.25.79.102 on the one hand and 78.25.79.101 on the other. The difference is one digit, and does not connect.
