How to pin a blogger.com post to the top of the feed?

In the old interface, you could specify a date in the future and the post remained at the top of the feed, now such posts are marked as scheduled and are not displayed.
How should the post be pinned to the top of the feed now?

Have you tried it with a gadget?
Here is the instruction from ehow.com
1. login to your blogger.com account;
2. Click "Design";
3. Click on "Add a Gadget" located between the "Header" and "Blog Posts" sections;
4. Click the "+" button for the "Text" gadget to add it to your blog;
5. Compose the content of your message and click the "Save" button. This post will appear separately from the blog and will not be published in your RSS feed. Through the "Design" section, you can update the content of the message or delete it completely.
As I understand it, the only thing to add a gadget is to go to "Design > Page Elements."
