How to personalize a Cover Letter to a client for such simple tasks?

Friends, tell me, it's a little unclear to me from monitoring guides on how to "correctly" write a Cover Letter.
Everyone says "You need to personalize the letter as much as possible for the client's problem" ... use phrases like: I see four ways to solve your problem: ... Or ask questions specifically about the client's problem: "You need to do this or do this - Then?"
And if the client just asks for something simple, or writes a job advertisement. How do I personify a letter for him?
For example, if he writes: "Develop an application with two activities in one of which is a WebView" .. how will I personalize the letter to him? Something like "Hello, dear client, right now I will open Android Studio and develop an application for you in 5 minutes" or "This is a very simple and understandable application that everyone will write in approximately the same way as you want me to write it?"

It is not necessary for simple tasks, I have ten blanks for tasks and I just send one of them, if there are any features, I add the text at the end, if not, then the template goes away
