How to permanently collapse blocks of code in PhpStorm?

Is it possible to make PhpStorm remember blocks of code that I have collapsed in a document (With Ctrl + Num-) and collapse them always as soon as I open that document?

to remember it remembers (PS7) with such Folding Code settings,
but here's how to make them not unfold, for example, when you insert something into the code next to it
or when you duplicate the folded code using Ctrl + D, this is a big mystery to me
