How to perform a budget upgrade of office computers?

There is a planned gradual upgrade of office computers. Computers are 8 or even 12 years old. In the same old cases, we change the platform (motherboard + processor + memory) to GigaByte GA-C1037UN-EU with a soldered processor + 4G of memory. The HDD stays the same. More than enough for office tasks under Win 7. During the year during which this replacement is taking place, not a single motherboard has failed.
This model is already a year old. Has something similar in price, but more productive, appeared during this time? There are still a few "monsters" in the company to be upgraded.

4 core j1900 seems to have not gone anywhere

These are practically the same processors. motherboard prices are the same.
Thank you, but I'd rather continue to buy proven motherboards from Gigabyte.

Since the disks are old, I can advise you to buy cheap flash drives for a couple of gigabytes and stick them in readyboost mode. On my nettop with a slow disk, this greatly accelerated the loading of applications.
