How to participate in the Google Play program for the whole family?

Submitted the game to closed testing, when it became available I received an email:
Made a new release, and added these [email protected] to the "Email Lists". When the issue became available, the same thing came to my mail. When I try to add them to Google Groups, the Save Changes button is disabled. Where to add them?
