How to paint over zones on the map of Russia?

Hello. Are there any libraries or ready-made solutions that I can use to paint some parts of Russia on the map?

For example: make Siberia blue and South red.
PS language is not important

You can use overpass-turbo.eu/ to filter what you need from the OSM data. Here are examples of requests. There is export to kml, geojson and other formats.
You can paint on something and visually edit it in the online GeoJSON editor . This format allows you to color polygons and lines, make markers. Examples are easy to google. Also, geojson is easy to process programmatically.
Something more complex makes sense to do in QGIS .
