How to overlay pictures and a ticker on a video stream from an IP camera (RTSP)?

Hello colleagues!
I want to collect a video craft for the company.
A video stream from an ip-camera, which is superimposed online with a running line with its own news, logo and pictures. In fact, I want to copy the face of RBC, instead of a video stream, take my own stream from the camera (public webcams from the world).
News will be from rss (I take the company's internal news)
The sound will be from the shoutcast (icecast) playlist - my favorite playlist
Pictures with graphs - economic indicators from 1s.

In principle, the scheme is working, we take the streams from the cameras, send them to Erlyvideo and / or nginx-rtmp, overlay pictures and text through gstreamer or ffmpeg, overlay the audio stream from shoutcast, and display the result in the browser.
I see that a red-eyed hell in the flesh awaits me ahead, but before climbing into it, I would like to clarify a couple of points.
How to make a smooth switching of the video stream from one camera to the next by timer? The same video will quickly get boring, and the rotation of 10-15 video streams from all over the world will give a good presence effect for the viewer.
How to update ticker data online (ffmpeg accepts text from the command line immediately)
How to update images online? (sales graph) ffmpeg also accepts a picture from a command when it starts up.
If you pull scripts along the crown, then the flow will be interrupted.

It seems that the whole idea is much easier to implement in OBS.
