How to overcome incomprehensible transitions from Yandex?

Hello!
The problem itself: Every day, about 250-400 people visit our site, from different IPs, browsers and operating systems, from Yandex for 2 completely identical requests. They sit on the site for about 8-11 minutes, do nothing and close. Because of this, the site began to fall heavily in positions.
Banned about 15 providers in Moscow and St. Petersburg, but this did not improve the situation. And yes, this is the way out.
We very successfully entered the market for promotion in our region, before that there was only 1 large company in the region, with which we constantly compete in the Yandex TOP. And most likely this unclean cheating of their hands is a matter to dislodge us from positions, or even completely ban us.
Question: What to do in this situation? How to overcome these incomprehensible visits from Yandex, so as not to go under the filter?

- we don't know who does it and why.
- we are aware of the problem and try not to take into account such visits when ranking sites.
Whatever they say in Yandex, in practice, the page on which such an attack is launched drops sharply in the search results. Even if these bots were filtered out.
Solution:
Carefully study the server logs and filter them.
I cannot give a direct answer "how to solve the problem" so that the loophole is not closed.
If positions in the issue are falling, be sure to write to Yandex.
