Can a quality site be regarded as a satellite?

Let's say we have a website. The content on it is high-quality, unique, for people. The design is unique. The site is regularly updated. There are also 10/15/20 banners on the site and they all lead to one resource + links in articles to the same resource. Will this site (high quality in many respects) be regarded as a satellite? Will Google/Yandex ban him? Will there be filters/sanctions? Should I close links in nofollow/noindex?
