How to overcome "circular forwarding detected"?

Today this problem started out of nowhere. I’m trying to open a site, for example this one, but I constantly get an error saying “cyclic redirect detected”, and that’s it. I can’t do anything. I tried deleting cookies, clearing history, rebooting the router, all to no avail.
Now I connected via phone using a mobile hotspot access, and everything is OK
So what's the problem?

Have you installed firewalls and adblock recently?
This can happen, for example, when Toaster cookies remain, and the TM site is blocked on the firewall.
