How to output text from WP language pack?

Is there
<a href title="Перейти на сайт"></a>
a correct way to write a title for this link so that when the language changes, the phrase from the language pack of this language is automatically pulled up?
There are a couple of lines in the ru_RU.po file

msgid "Visit Site"
msgstr " Go to site"
But I can't figure out how to link to them.
