How to organize work with freelancers?

How to find performers on freelance exchanges who will work harmoniously and how can they be combined?
Here, in general, the question is how to organize a process with freelancers in a remote web studio, how to find them correctly, distribute and track tasks between them?
Tell me what you can learn in terms of PM, what literature is there?
Perhaps there are those here who have gone through this, I would like to see practical advice, let's say "not in one line"
I hope you can really help me in this matter.
I will be very grateful.
Thanks in advance!

Search anywhere, the main thing is to be able to separate the wheat from the chaff, that is, to be a good project manager yourself and cut in almost every area of the project. It’s worth taking only people who already know how to work with git at least, as a maximum, in a team with a distribution of roles. Set tasks in the Bitbucket repository with Trello binding. Time to check Toggl, collect the hours spent and pay monthly with some delay, this will give you a head start in solving financial problems.

Worked (hired) freelancers for many years. There is no particular problem in this, the main thing to remember is:
1. At first, you will have to go through an epic of empty promises and broken deadlines. Only with time will you find really smart freelancers who keep their word.
2. Order in the work of freelancers is impossible without order in you. If you take the position of “I want this, I don’t know what”, and change your desires five times a week, of course, there will be no order in the work of freelancers either.
PS Of course, I omit any captain's advice from the category "work with those who have a portfolio", "do not work with those who promise to do everything for a penny", etc.

Hire people with team experience. Check the time through programs (Google to the rescue), create chats in slack for the team, plus there are a lot of programs from Google to such as a trill for distributing tasks.
Unfortunately, I can't offer any advice.
