How to organize work with bitcoin wallet via HTTP gate?

Good afternoon.
Just now, an order for the creation of a bitcoin exchange came into my work. Since the site provides for the withdrawal of bitcoins by participants, I need to find an HTTP API with the ability to send bitcoins and view the balance of the wallet.
1. Actually, who faced a similar task, what service could you recommend? At first I came across Blockchain Wallet, but their service requires the installation of a node package, which involves installing all this goodness on a VPS. Not that this would be a problem, but I really don’t know anything about working with nodejs, I would like a simpler option.
Somewhere on stackoverflow I found block.io, it seems to suit me, but I would like to have more options to choose from.
2. How to test about debugging? I mean, are there any virtual wallets in which one could check the operation of sending and receiving payments? Or will everything have to be checked on real wallets with real bitcoins (paying a commission for each transaction)?
3. What pitfalls can I encounter during development and what do you think I should know about in advance?
Please don't drink too much. I know it looks weird, but this is a great opportunity for me to learn new technology and get to know how it works in development.
Thank you in advance for your assistance. All the best :)

1. Денги БИРЖИ будут лежать у них, это не вариант.
Для этого надо ставить свой кошелек и делать всё что хочется. И деньги будут у вас.
И это не nodejs вообще, а обычный кошелек.
2. https://en.bitcoin.it/wiki/Testnet
3. Иметь представление о том как работать с финансами, и писать такие системы.
Хотя бы почитать/поработать с биткоином прежде чем писать.
Судя по вопросам вы его даже не использовали ни разу.
