How to organize virtual city numbers for regional subdomains of the site?

I am creating an IM, I made 50 regional subdomains for promotion in Russia. Now I'm racking my brains on how to connect virtual city phone numbers, where everyone will have a phone with their own regional code. And so that these calls go to one SIM card. It seems to be called a cloud PBX, and they are represented by a trio of mobile operators. But the prices there are not real. Maybe there are some other alternatives? Who faced this, and who solved this issue? Many thanks for the helpful advice.

Go to some Zadarma and rent a Cloud PBX and 50 numbers from them. Forward these 50 numbers to 1 (2 or 3 or...) mobile at your discretion.
Or one 8-800 number to please all callers.
