How to organize the use of one USB token by several users?

We decided to expand the electronic document management at the company. If earlier only tax invoices were issued in electronic form, now expenditure invoices will also be electronic. This means that now not only the accounting department will have access to the organization's electronic seal, but also the managers who issue invoices. As a result, the following idea arose: we stick a USB token with a seal into the server, buy a license for some USB-over-IP and configure access on clients with a password. But there are doubts that several employees will be able to work with one token. Does anyone have experience with such a scheme?
The operating system on the Hyper-V 2012 R2 (Core) server, clients on Windows 10, the Medok EDI system.

Don't reinvent the wheel, issue a second token. The point of using a token for signing is that there must be physical access to it, and why give managers access to a token with which they can conduct monetary transactions.
