How to organize the structure of services in Bitrix?

Please tell me with Bitrix.
I need to create a SERVICES item with subcategories. Do I need to do it through the site structure or through infoblocks?
Now I have done through infoblocks... Created a new type of Service and in this type I made several categories with the services themselves.
And then I have a stupor. Especially with the menu. Either only categories of services are displayed, or all services in one list without any distinction. If you go to a service or category of services, then the page does not open and issues 404.
How to do such things?

1. Create an infoblock
   There are different ways to form a menu, depending on what, where and how should be displayed.
   PS As far as I remember, the Bitrix documentation has information on how such things are done.
