How to organize the right server in the cloud?

Hello everyone
There was a need to organize a cloud file server.
The need arose due to the fact that a lot of people began to work remotely, a lot of contractors and employees on a business trip.
Now the company uses the corporate OneDrive to transfer files, but it is not convenient to work with files because they have to be downloaded to a PC (cloud editors are not very convenient)
What is required:
Work with files without downloading them to a PC
Security
Access from of any place
Differentiation by rights
What I considered:
FTP - did not find minuses
OwnCloud - did not work before. but everyone advises
Shared folder on a server in the cloud - a bunch of minuses _))
AZURE cloud (DFS server, virtual network) - minus - set up access to the AZURE private network from the corporate network, but I couldn't set up access from a personal PC (from the airport)

0. When working via FTP files will have to be downloaded locally ;-)
1. It is not clear what files you are going to work with.
2. OwnCloud - slow and full of vulnerabilities. It's better to use Seafile. In the commercial version, as far as I remember, there are even editors for office formats.
Dig towards the VPN organization for employees.

Seafile is cool, there is also Alfresco - an editor in Googledox, free, versioning and search by content, but you will get tired of setting it up))
