How to make a combine from a Windows Server 2016 file server?

There is a Windows 2016 server at work with AD and other file servers, which is now used only for files.
Over the years of work there, it’s already impossible to really track which rights-prohibitions on the balls who has where, how many files they opened, etc.
In fact, a file storage was organized.
Is there any way to make this cloud storage? Because those crutches that I found essentially create a new database of files, with a simple reconciliation of users through AD, not taking into account the file server on the same Windows ... As you understand, this is not an option.
I’m not very familiar with Windows file servers, so the question is whether it’s possible to somehow export-import this entire array of user file data or tie a modern service to a windows server that gives a web face and modern nishtyaks based on an existing file dump ?
