There is a service focused on a foreign user. I need to organize such a system on it: the user enters money on the site, there this money is distributed among other users and these other users can later withdraw it into real money.

Have you tried to make such a system:
Acceptance of money (paypal, moneybookers, etc) to your account. Then you distribute money between user accounts and transfer it to them.
