How to organize the cheapest file storage?

Colleagues, hello!
The task is to implement the cheapest possible file storage up to 100TB in size.
Two options: either find a very cheap cloud storage or collect wild custom from this series .
The issue of performance and reliability is not relevant.

You collect 2 household computers on motherboards with 8 SATA ports - put 8 HDD 6T in each - that's the storage.
Or counting money - maybe it will be cheaper instead of a second computer, add a SATA controller to the first one, and implement everything on one computer.
Then you count the money: what is cheaper - to increase the volume with disks of 6T, or, say, 2T and spend more on controllers?
Have you made a configuration decision?
You invite Uncle Vasya - a jack of all trades, and he will make a box for you from galvanization to accommodate disks and fans. The wildebeest is ready.

Clouds are not cheap.
100 TB is only 14 disks of 8 gigs, it is not necessary to fence for this backblaze.

You take a 2U server (I don't know if all the disks will fit into it) into it disks, how much does each cost?, 700 or 1000 dollars each? Put the server in a rack in the data center. One-time costs are large, but it seems that it will probably be cheaper than renting.
