The issue of training is quite controversial, primarily due to the fact that people who have received qualifications leave the company. Especially if you have a small company, then the opportunities for personnel rotation are small.
In my opinion, the most effective is not training as such, but involvement in the process and accumulation of knowledge with the help of corp. wiki. For example, you have a server on Linux, but only 1-2 people in the company can administer this server, so ask them to prepare a manual for a wiki (or GitBook is gaining popularity now), then within the allocated training hours (2-3 per week authors to make a small speech on this article). This way you avoid learning technology for the sake of technology. And further in a circle. In 1-2 years, you will have a decent base, and it will be much easier for new employees to join.
