Yes, it can be done with VNC.
It is enough just to run the vncserver command
At the first start, you will need to set a password and indicate whether desktop management will be available after login.
Another option is to use the krfb utility (included with KDE). It has a friendly graphical interface.
VNC is everything. The appropriate package manager installs packages that have vnc in their names. But! One thing to keep in mind here is that accessing the desktop and accessing a computer via VNC are somewhat different things. The first is configured in the DE that is used and let's say krfb has nothing to do with it, in KDE it is "Internet & Network->Desktop Sharing". The second is just a classic vncserver, but when you connect to it, there will be a _new_ session - some analogue of RDP.
