How to organize personal accounts?

Hello. The task is to organize personal accounts of companies. It is possible to make it all through group of users. But the problem is that in each personal account, the company admin should be able to create his own user groups (managers, employees, etc.) How can this be implemented?

I'm afraid that this cannot be done on the regular functionality of Bitrix users, but you can approach the issue from the other side:
1. Create groups and users through the API
2. Separate the visibility of content using the conditions for joining a group.
