How to organize internal IP telephony of a small office?

Settling into a new office. It is necessary to organize telephony exclusively within the office (in the future, it is planned to switch to a cloud-based PBX from Mango). Stationary VOIP phones are planned for purchase. Can they communicate with each other without a SIP Server? Are there any budget IP PBX?
It would be desirable to avoid a raising of a virtualka with the Asterisk.

Look in the direction of such and similar hardware solutions arttel.ru/shop/ip-atc/ip-ats-yeastar-mypbx-soho. I worked with similar ones, in principle, nothing complicated in setting up. Inside there are already fxs ports for connecting to city lines.
Asterisk should not be afraid either, there is, for example, www.elastix.org/index.php/en where everything works almost out of the box.

It's a little unclear, to be honest, why do you need telephony as such, if there is no need to communicate with the outside world.
Skype + Headsets.
And telephones are already used in the process of implementing PBX
