You put the question incorrectly in my opinion, but the correct question is where to get the second "white" static address in this configuration. And when you have a solution to this issue, then there will be a question from the topic.
Two options come to mind -
1. VPS with a white address and raising a VPN server, but if you had a VPS, I think you would not ask such a question.
2. buying a vpn with a white address and connecting a second VM using it.
