How to organize communication (call center) for a geographically distributed office?

Good afternoon.
There is a company whose management is located in Australia. employees in different countries. One of the employees acts as a call center (communicates with clients also from different countries). The main method of communication is WhatsApp, Skype and telephone.
I read on many sites, including those that offer virtual number services and IP telephony. Unfortunately, I'm not sure what to do.
What is the best way to organize the work of such an employee so that when he changes (the receiver may be in another country), the public phone number to which WhatsApp is linked does not change and, at the same time, minimize costs?
I can assume that we are talking about buying a virtual number. What is the best country to buy it in? If he redirects to the employee's personal number, how will he make outgoing calls? In general, does it make sense to make a simple phone in this way or be limited to WhatsApp? In general, how to most effectively organize the process? Preferably step by step. At least it's amplified.
Thank you.

Well, the main number is usually taken in the country of jurisdiction of the company (head office) or where it is more profitable (with messengers, there is not much difference where to get it now)
It is naturally issued not to the employee, but to the company and is issued to him as a business smartphone (well, or the messenger can be put anywhere )
If whatsapp / skype / instant messengers is enough, then this scheme is through the roof (all the same, the Internet is global).
With conventional telephony: It is considered good form to have local contacts. Accordingly, you need to send an employee to the client's country. This is done using IP telephony, and then the options are: either take a ready-made service, fully configure everything in it, implement it (from buying local numbers / calls to forwarding to the number of the desired employee / employees) or take an atska (any cloud or the same asterisk) , ask local providers about the services of renting a number and giving a trunk via SIP (it will be cheaper than ordering from IP telephony operators). or install SIP gateways at offices and drive their telephony wherever you need
