How to organize bandwidth control and VPN IKEv2 traffic?

Good afternoon, the task of implementing a VPN server for the team appeared, the choice fell on IKEv2 (speed, security) I don’t see any problems with the deployment, but I see others:

  • Organization of bandwidth control, I would not want while one is downloading a torrent, the rest sucked their paw, for example, from a gigabit channel to give 100mb / s per user
  • Organization of the simplest monitoring of traffic, and its filtering (for example, to block ads)

IPSec as a vpn for the team, IMHO, is a so-so idea. Tell us the criteria by which more traditional and flexible options were eliminated - openvpn, wireguard, aniconnect?

For this purpose, I use AdGuard Home installed on the same server as the VPN as a DNS server. Cuts, according to my estimates, about 90 percent of all advertising.

From a simple option - put pfSense, raise openVPN
Then limit / cut it off as you want.
On a clean bubunt, this will be a more hemorrhagic process
