How to organize access to a SQL database within a local network with Internet access through a Linux server?

There are:
1) local network No. 1 with 2 servers, the first Win2k3 SB SP2 (without domain) with MS SQL Server 2008 R2 and the second Debian 6.0.10 which is the Internet gateway for the entire local network. There is a dedicated IP address. Internet channel synchronous, 10 Mbps.
2) local network No. 2 without a server, without a dedicated IP, channel 1 Mbps.
You need to:
1) get access to the SQL database on the Win-server from the second network.
2) get access to the balls on it though.

Tried to make a virtual network using Windows Server'a, but it did not work out, apparently on the gateway you need to register something, forward ports or something else. Now I’m looking towards OpenVPN / SoftEther, but I don’t quite understand where to put what (clients for everyone on the second network and a server on Linux or something else).
The entire infrastructure is not set up by me (finding the one who set it up is problematic), I don’t really touch anything yet (I’m working recently), but I need to establish a connection urgently.

vpn server on gateway, clients on clients

on Windows with clients there will be a small dance with the launch of connections, all configs in Windows are in the file program, change them from the administrator, it is better to do authorization cert + auth (certificate + login password pair)
