How to limit outgoing traffic to AWS s3?

There is a PHP script that uploads files to Amazon s3. Server on CentOS. The script uses the official AWS library . Is it possible to limit the upload speed to the Amazon gate so that the entire channel is not clogged when transferring large files? It doesn't matter if it's through the AWS admin panel, or through the library settings, or through shaping on the server itself.
