How to organize a smooth turn-on of DC / DC or a linear voltage stabilizer in circuitry?

Good afternoon. Need help Habrasoobschestva.
It is necessary to organize a smooth supply of voltage to the heating element. The initial voltage is 5V (it is possible to power it from a wide input range of 9-15V), the output must be 3.6V (+ -50mV) at a load of approximately 22 ohms. At the same time, be able to cut off the circuit from the microcontroller at the right time. The turn-on time should be about 40 sec.
We need the simplest and cheapest option. Do not offer circuits with a digital potentiometer. The controller does not have to manage the ramp up of the output voltage.
How to organize this? Specify which way to look. Thanks in advance!

Since there is already an MK, then such tasks are solved by means of PWM. It all depends on what kind of IP is used, there are stabilizers with an EN output and a capacitor at the output of the IP.
