How to organize a fixed IP to access the database on hosting?

We are a small team of developers creating a project based on the TimeWeb hosting platform and Bitrix CMS. The problem we faced is the need for a common database between developers, content editors and other participants in the process.
It is a logical decision to place the database on the server and use it in development / filling / testing remotely, but this requires us to have a static IP, otherwise, each IP change blocks external access and you have to wait up to a day for MySQL server administrators / cron to do mysql_flush .
Tell me, what budget solution can we apply to provide confirmation of each session (static IP) without waiting a day for each change of the external IP of our team? Any proxy-ip similar to ddns, only in the opposite direction.
I'm not sure about the technology, but it seems to us that we are not unique in this sense and there is a solution.

The cheapest VPS and vpn tunnel, and then configure access as you like.
